Why do questions get locked?

Moderators monitor these user-to-user communities. They ensure the TOU are followed. If there is a post that violates the terms of use, or if a post gets old and is no longer relevant the moderators may lock/edit/delete a post or its content.

We users are not allowed to discuss moderation of these communities..

Assuming you mean questions posted in these forums, they get locked after a long period of inactivity or if they reach 500 posts.

You cannot unlock questions. Once locked, they are locked forever.

If you have something to add to an existing question, start a new one and add a link back to the old post for reference.
