I don't own an Apple device, but I subscribe to Apple TV+. Why not allow me to add family members from my TV app? It says I have to have an Apple device to share with my family?

As this is a user-to-user community, no one here can speak for Apple (other than what they have publicly said). That makes “why” questions fruitless.
The organizer of the Family Sharing group must have an Apple device (iPhone, iPad, Mac) on which to manage this. These devices have built-in options in the device Settings for Family Sharing. The organizer and the subscriber do not have to be the same person.
