deleted the internal magnifying feature from my ipad pro. How can I retrieve it?

Perhaps you refer to the Magnifier tool that is accessed from the Control Centre?
Settings > Control Centre
From the More Controls list, tap the associated green "+" button to add this control to your existing selection of controls. After adding the Magnifier, you can enable this from the Control Centre itself; swipe-down from the top-right corner of the screen:
