MacBook Pro A2159 Won’t Startup

My MacBook won’t get past the initial power up. It will continuously restart unless it gets to the Internet Recovery Startup (IRS). Once the IRS status bar has completed, it will automatically restart without any further progress and take me back to square one. I’ve tried safe mode, command-D, P&R, R, and Shift-option-command-R. Nothing works. Even when I do get to the IRS, it doesn’t get me there every time. It happens sporadically. Is this repairable? I can’t get to any kind of option to even wipe it out and reinstall OS.

It appears you have a MacBook Pro 13" (2019) with 2 TB3 ports.

If you are trying to access the Apple Diagnostics, then you need to use Option + D, or possibly just the "D" key.

If you cannot access Internet Recovery Mode using Command + Option + R, then you should try a DFU firmware "Revive" which resets the T2 security chip & system firmware.

How to revive or restore Mac firmware - Apple Support

If the DFU firmware Revive doesn't help, then you will need to try a DFU firmware Restore which will also wipe out the internal SSD, but you may still need to use Internet Recovery Mode to reinstall macOS afterwards. If you still have issues, then you have a hardware issue with this laptop....most likely with the Logic Board. Logic Board failures are much more common on the 2018+ Macs due to the security enclave chip controlling so much of the system components.
