Youtube doesn't work with Screen Time enabled

I set up Screen Time on my iPod Touch to limit my child's time on her iPod Touch. Everything works fine except Youtube. When I enable Screen Time, Youtube disappears from the home screen, even during the time my child is allowed to use the iPod. To get Youtube back, I need to disable Screen Time entirely. This really defeats the purpose of setting up time to use apps, then blocking the apps after the time limit is reached. Does anyone else have this problem? Any suggestions, Apple? Please don't reply with a canned response and a link on how to use parental controls. I've already read that. Thanks.

Just a follow-up. I solved the problem myself. I had apps limited to 12+ and it seems this old version of Youtube is above that. Youtube came back after I changed to allow all apps. This is fine for us since I control what apps my kid is allowed to install. If I'm in charge of installing apps, then I don't need the app restriction set to certain age categories. Now on to the next problem, which is content control not controlling Youtube content.
