safari closes all tabs no matter what settings i have on iphone 14

i got a new phone today, the iPhone 14. not been super happy so far, one main issue i’m having is that safari keeps closing all my tabs when i close the app completely.

i’ve googled for the past few hours and nothing is helping.

i set up my new iphone 14 by transferring everything from my 11, as is one of the options when you keep the phones close together.

all settings on safari on my new phone are the same. manual closing of tabs are on. i’ve tried signing out from icloud on my old phone. i don’t have private browsing enabled but i enabled it in order to clear history and data. didn’t work. (private browsing back to being disabled)

i tried turning safari sync on icloud off.

this is such a vital feature that NEEDS to work. i don’t know what else to do!?

please apple why don’t you just WORK 😭 help?
