how do I change my family plan parameters?
My grandson is now 20 and should be able to pay for his own app purchases. How do I arrange that?

See Leave Family Sharing - Apple Support and the section Remove someone from your family group. Or alternatively turn off purchase sharing. If you leave him in the group but turn off purchase sharing you can still share subscriptions, and you'd be able to turn purchase sharing back on, perhaps temporarily, if you wanted to share purchased media with each other.
