as the main account holder my family plan members are able to purchase apps and subscriptions that are billed directly to my credit card with very little review from me. Finding the consolidated list of purchases is not a very easy process and could use some UI enhancements. Moreover once they make the purchases I find myself unable to cancel their renewals even though I am ultimately paying for everything.

For Minors under 18, you can turn on Ask To Buy to approve or deny purchases.

Beyond that, yes, finding and cancelling subscriptions form other family group members requires accessing their accounts.
You can provide feedback to Apple about this and if enough people do, they may improve this or add a way to see other's purchases through Family sharing.
