Do you either have to enter a password or use Finger Touch to start a MacBook Air?

Bought a new MB Air for my husband. Seems you either need to enter a password or set up the Finger Touch for the computer to start. On my MB Air 2020 version, It starts up without having to enter a password and Finger Touch option isn't available. Can you remove the password requirement, or do I just have him set up the Finger Touch option?

Even if you have Touch ID enabled you still need a password before you can setup the Touch ID and a password is required to be entered (rather than the Touch ID) whenever you startup or restart the Mac.
