i know for a fact there is a simple check box somewhere to turn the app names that appear above apps in the dock on and off i used it several times and now cannot find it again to my save my life i know for a fact its there but can find no info anywhere on it its like apple does it on purpose someone knows please help

That feature is always on. There's no way to turn it off.
If you want the names to be there all the time there is no setting for that. Therefore tell Apple what missing features you'd like restored or new features added to the system via Feedback - macOS - Apple.

Thats already off you clearly do not understand my issue when you however the oointer over any apps in the dock that you want there the name of the app appears in a black box above the app its not the app icons themselves i want removed people are just not very smart they dont pay attention to what your reading
No exactly the opposite thats what is happening and i want it to not do that there is a setting i actually used it but forgot how to get there i turned it on and off several times then left it off and it suddenly came back by itself

There used to be a setting in Safari to not show the name of the links when the cursor if over them but I con't find it now. As for the Dock I've never seen an option to disable the rollover.
As a work-around, you could always add Launchpad to the Dock then display all your apps with their names showing there. You can even add Launchpad to a hot corner if you like.
System Settings > Desktop & Dock > Hot Corners button.
System Setting >> sidebar >> Desktop & Dock

Insist as one may, this Setting one refers to, does not exist.
