I'm trying to remove or change the iCloud email associated with my account and it will not let me even after I've substituted a new email for the Apple ID it will not let me take the iCloud email out of my account. Is there any way to change or remove this email?
Some of your question is not clear. What tool is "it" which you are using? Is it your primary iCloud email you are trying to delete? You can't abandon your primary iCloud email address - it is also your Apple ID. You cannot "substitute" it nor can you remove it.
However, you can create up to three alias email addresses and use one or all of these as your new and public email address and cease using your primary @icloud.com address. All these email addresses send incoming email to the same In box in your email client.
