Unable to open only one Numbers file at a time

If I recall, if the system setting "close windows when quitting an app" is not checked, any windows that were open when you quit Numbers will open back up when you start the app again.

The setting is in System Settings->General on less-than-recent OS versions. I don't know where it is on the latest version.

Perhaps you used Menu > Window > Merge all Windows:

Or, quit Numbers to release those tabs (documents) from that merged group.
