How to Change Passcode on device managed with Parental controls via Screen Time

How do I change my daughter's passcode on her iPhone 11 Pro Max as well as her iPad? There is no setting option for "Face ID & Passcode", I already tried the following steps:

1. Go to Settings.
2. Click Content Restrictions
3. Scroll down to "Passcode Changes" And click
4. Click the toggle switch to "Allow"
5. Close out of settings and reopen. I was told this would show me the "Face ID & Passcode" option now but it did not so I proceeded to;
6. Restart device compleely
7. Reopen Settings and still, there was no "Face ID & Passcode" option.

When I search for "Passcode" It shows up with an accessibility setting titled " Passcode assist" when I search "change passcode" it shows me the Phone app as the result (which I've clicked thinking maybe the setting would be in the phone app which would be odd but I am getting beyond frustrated with this its been 2hrs of trying and I'm usually pretty tech savvy so this is beyond ******* me off at this point)

ANY HELP WOULD BE SO GREATLY APPRECIATED!!!!!
