How to transfer mail "on my Mac" folders from an old imac to a new imac
Used Migration Assistant and the "on my Mac" email folders in the OS Monterey Mac never appeared in my email in the new iMac running Ventura.

You can export them from the Apple Mail app, and then, import them with the same app on your new Mac.
To export them:
- Select the desired mailbox under "On My Mac."
- Then from the Mail menu bar, select Mailbox > Export Mailbox...
- If the selected mailbox has sub-level mailboxes, be sure to select Show Options, and enable the "Export all subfolder" option.
To import them on your new Mac:
- From the Mail menu bar, select File > Import Mailboxes...
- Select the mailbox from where you exported them.
- Mail will create a new mailbox folder under "On My Mac" with a title like, Imported Mailboxes.
As you can see, Migration Assistant may not copy every item over. However, I'm a bit surprised that it did not copy over your "On My Mac" mailboxes.
