Your iPhone is carrier locked. It is locked to the carrier that it last worked with successfully. You will have to contact that carrier and find out about the requirements to get your iPhone unlocked so that it can be used with other carriers.

How can you do what? Contact the carrier the phone is locked to. Either call them or look for contact information on their website.

If you don’t know what carrier the phone is locked to, ask whoever you got the phone from. It would be the carrier that was previously being used on the device.

Did you buy this phone from another user? If you did, you need to contact the previous owner to find out what carrier they were using on the phone.
