warning message: wifi network unsafe to join in Lockdown mode

Why will my MacBook Pro not automatically accept this wifi every time the computer is shut down or I am dropped from the wifi and I try to reengage, I get this warning message and I have to click to accept it. It's annoying and time-consuming because it happens more than a handful of times during a day.
