Import button does not show in the iphone Photo App

According to Import and export photos and videos on iPhone - Apple Support, there's supposed to be an import button in the Photo App after I plug in the memory stick. But I cannot find one.

The memory stick does seem to be recognized by this phone because I can see the content using Files App on the same iPhone.
