Apple Watch for children

I am looking at purchasing a watch for my 10 year old daughter. I am confused if I need a cellular watch. We will use family share and link to my phone because she does not have a phone. However I want to call her and she is at the park without WiFi will she need a cellular phone an not?

Yes, she would need a cellular version of the Watch. But this arrangement has it's limitations.
