Why is my MacMini creating this photos library? It is located in my user account under library.

It is not my primary photo library. It is getting created automatically by Mac OS. Looks like photos from old emails and messages. The file is 30-50 gbs. I deleted it and the Mac OS recreated it. How do you stop OS from creating this massive photos library on my HD automatically?

Photos says "25258 photos, 1308 videos (5296 Items on this Mac Only)" Not all my photos show up in Photos, that are all in the same library. There's a message at the bottom of the screen that says "25258 photos, 1308 videos (5296 Items on this Mac Only)". Where are the rest and how can I access them? TIA for insight.
