New iPhone 15 won’t open first page of webpage. It opens to a page of it. If I push Aa in address I can see it but it is not functional

My iPhone 12 Pro will not create a new page. I’ve shaked and pressed down on it at the last page before the library, it just moves passed the library and once I release my finger it goes back to where it was before. I’ve tried gathering all the saved web sites into one block to clear an existing page but it just repopulates that screen - sometimes with duplicates. Anyone else has this problem with a solution?
