I have gotten to where says to hold phone near AirTag but won’t do anything

Did you get this AirTag new, directly from Apple or an Apple Authorized Reseller? When you unboxed it, did it still have the small tab that you need to remove to activate its battery?
Which exact model is your iPhone, that you are trying to pair it with ... and what version of iOS is it running?
