Apps will not install on Apple Watch

I have a series 3 watch and an iPhone 14. Both are up to date on their software (phone iOS 17.2.1) and (watch 8.8.1). I’ve tried unpairing the watch and phone twice. I’ve tried resetting my watch and phone. I even did a hard reset on the watch. No matter what, whenever I select to install a specific app, it spins for a couple seconds then stops. I’ve even tried getting the app through the App Store on the watch itself and it says unavailable try again later.
