If you had Apple or an AASP perform the repair, then take the laptop back and have the AASP make it right (Apple has a 90 day part/repair warranty).
If you had an unauthorized repair shop do the work, then have them make things right.
If you performed this repair yourself, then either you received a defective/damaged part, or you accidentally damaged something during the repair, or did not fully seat a cable, or that camera possibly needs to be paired with the Logic Board. If the camera needs to be paired with the Logic Board, then you are out of luck since even Apple or an AASP won't be able to pair it due to how their system works for pairing parts.
FYI, 2018+ Macs utilizing a T2 security chip or security enclave have some parts paired with the Logic Board. Which parts are paired can vary between different models. Even the simple Lid Angle Sensor found in a 2019 laptop is paired to the Logic Board so trying to use a Lid Angle Sensor from another laptop just won't work. I took a quick look on iFixIt's repair guide...they make no mention of camera issues, but I only glanced at the page.
The display cables & connectors are very fragile & easily damaged. You can try reseating the camera cable connector which is beneath one of the metal bar plates on the display cable (I forget which one is for the camera).
You can try reconnecting the original damaged display to see if the camera on it works. If it works, then you know the replacement display has a problem. If the camera on the original display also does not work, then either the damage to the display affected the camera, or there is an issue with the Logic Board or Display cable/connector on the Logic Board.
