Apple Watch won’t pair to new iphone

I have tried pairing my old Apple Watch to my new iPhone and it is not pairing. I already backed up the watch, made sure it was up to date with updates, and unpaired the watch from the old iphone. I started the pairing process to the new phone and it got to one of the screens on the phone asking if you want to approve something and it would not let me click the continue button. So I closed out of the app and tried resuming the pairing setup and when I try to scan the image that comes up on the watch with my phone it gives a message saying that it’s unable to pair and to make sure it is not paired to a phone already. I have no idea where to go from here, and I’ve tried resetting the watch a few times and the same thing happens. Any help is appreciated!
