I purchaed the card from a retailer, I hve the receipt but they won't back out the purchase because the card was activiated. Will apple reimburse?

I don't see Apple reimbursing the Gift Card. They will not be able to reverse whatever payment method you used since that was done with the retailer and you cannot redeem them for cash. Your best bet would to redeem the Gift Card yourself to your Apple Account and use that for apps or subscriptions or you could also gift it to someone by providing them with the code under the sticker.
