If someone has blocked your number on iPhone the latest version I think iOS 17 etc will it show the delivered message underneath??

Well my messages says delivered but when I call it says user buys which means I’m blocked on on the iOS 17 maybe it says delivered even tho ur blocked ?
I tested Blocking / Unblocking of a contact for iMessages (Same is not valid for SMS/MMS). Please see the pic below which is self-explanatory
