More than once when trying to watch a video online I get a pop up claiming to be from Apple wanting me to engage a vpn program. Today it said a “hacker may be monitoring me”. I didn’t proceed. Is it legit?

No, it is phishing, Apple never wants you to use VPN except for its intended purpose, to access a private business or school network (that’s implied in the name: “Virtual PRIVATE Network”). Ignore it. Ideally, don’t go to sites where this happens.

It is fake. The reason why that popped depends on the site you visited or any notifications from websites allowed with the web browser you are using.
