why cant you make custom watch faces?

I don’t understand why you can’t make and upload custom watch faces to your Apple Watch. You can modify, but when it comes to custom faces I don’t understand why you can’t. Other devices allow the ability to upload custom faces, I don’t get why I can’t with my Apple Watch. I don’t like any watch faces that I’ve found and I want my own that I can make from scratch. I can do this with a third party app but it needs to be open at all times with little to no customization and doesn’t actually replace the watch face itself.

Apple is not here. No one here works for Apple. No one here has answers to questions about why Apple makes certain decisions about its policies or products. We are also not allowed to discuss Apple's policy or product decisions.
