How can I Purchase the Education Bundle for my iMac in a different region ?

I live in Sri Lanka and I want to buy the education bundle , but as I go to checkout it shows that the location is only in the us and I cant change it ?? Does It differ from region to region or will I receive my email with the redeem codes no matter the region I am in ?

iMac 24″, macOS 14.2

change my region Hi I want to change my region from US to Kuwait but the want me to Zero the account money and i dont know how. Because there are nothing to buy by cents and i dont know hot its work.
