My iPhone is acting like I'm on a call when I'm not

i was on a facetime earlier and had to hang up due to another call after that second call i haven't been able to receive calls although my phone is ringing and i can't make an calls unless through an separate app like instagram my volume is also lower than normal and has the on call icon on i've tried turning my phone all the way off but it won't even give me the option to even after holding the buttons for up to 5 minutes
