Is cellular not working? Or is your iPhone frozen?
Troubleshooting Cellular Service:
A. "No Service":
Is "No Service" shown on the top-left corner of your screen? If so, go here to fix that: If you See No Service or Searching on your iPhone or iPad - Apple Support
B. No SIM":
Is "No SIM" shown on the top-left corner of your screen? If so, go here to fix that: If you See 'invalid SIM' or 'no SIM' on your iPhone or iPad - Apple Support
C. Install Carrier Updates.
Because you are using an iPhone, contact your Carrier, request carrier updates. Once they are installed, see if it then works. Go Here: Manually Update your Carrier Settings on your iPhone or iPad - Apple Support

Since it can't call......you won't be able to use the phone to contact your carrier so they can troubleshoot and fix the issue.
Instead, you need to use or borrow another phone to contact your carrier.
