iPad mini 4 WIFI Dis-enabled
The WIFI ENABLE Switch does not allow selection so no WIFI networks
are visible
added to which if it does randomly allow selection the the chosen Networks can not be selected

My initial recommendation is that you reset your network settings. Depending upon the installed version of iOS/iPadOS, the settings path may differ slightly:
- Settings > General > Transfer or Reset iPad > Reset > Reset Network Settings
- Settings > General > Reset > Reset Network Settings
