What device are you checking in step 4?

I have the Gmail app on my iPhone so all I need to do is open that and verify that it is me. That is "Sign in with Google Prompts." See: https://support.google.com/accounts/answer/7026266?hl=en&ref_topic=7189145&sjid=8508997533216444910-NC&co=GENIE.Platform%3DiOS&oco=0

Also see the following from https://support.google.com/accounts/answer/10956730?hl=en#zippy=%2Chow-does--step-verification-work-if-i-dont-have-my-phone

After you enter your password, you’ll complete a second step, usually on your phone. You may tap a sign-in prompt that Google sends to your phone, or enter a code that’s texted to you. (Charges from your carrier may apply.)

and see the following from other methods: https://support.google.com/accounts/topic/7189145?hl=en&ref_topic=7189195&sjid=8508997533216444910-NC
