I want to return a Macbook Pro to the owner
We recently moved into a space and found a Macbook Pro, but it is locked. I would love to return it to the owner or should toss out. Such a shame. Serial# C3***R61

Apple does not broker in lost, stolen, returning mac equipment or track serial numbers w/ owners for return.
You can refer to the following...
If your Mac is lost or stolen-Apple Support
it is possible the owner will be notified if the mac is turned on and connects to a Network, w/ the FindMy app
Mark a device as lost in Find My on Mac
I would turn it over to the local Police department as a found item.

understood BigDog218—
the reference was to under score the fact — if the owner had FindMy turned on then they have options to track it down, post a message/ contact number on the screen... etc.
"What do we do with it?"... OK let me say it again
I would turn it over to the local Police department as a found item.
The boldface text "This Mac has been locked by your organization" implies that Mac is owned by a company or similar organization, and was deployed in an institutional setting. If they did not care to label it with anything identifying that organization to help facilitate its return, most likely they have already written it off as lost / stolen / useless. It will remain useless to them or anyone else. Dispose of it as you wish.
We did not loose it we found it. What do we do with it?
