I would like to delete the entire Messages app from one of my iPads. I don’t want to affect any of my other devices, but I don’t need the app on this particular iPad, and it takes up too much storage.

Ah, I suspected as much. I turned it off in iCloud for this device already, so I guess I have to manually delete all the attachments and conversations to clear out the storage?
Ah! You don't want to delete the app so much as the messages. Got it. Yes, you'll need to delete all of those manually.
