Locked iPhone 12

I purchased my iPhone 12 thru Apple for cash 2 years ago, and it was unlocked.. recently I lost the same iPhone went thru Assurance insurance company to get a new iPhone thru claims.. I got the new iPhone 12. Then rather now I just upgraded to the 14 paying cash again and kept the iPhone 12. A friend of mine her phone broke I offered her my iPhone 12 but it says it is locked how can I get it unlocked ???? And if I paid cash for a phone and it was unlocked .. shouldn’t I of gotten one in return from my insurance company?? Do u know what I’m trying to ask
