Reinstalled Monterey - Freeform icon shows up with ?

Hello! I am wondering if this is being sent from our JAMF instance of if it is with the OS install, but I have noticed that when I reinstall Monterey, there is a Freeform icon with a ? and no Freeform app is installed. I am aware that Freeform is available from Ventura or higher, but I am puzzled to why its showing. From what I can tell from the logs Freeform is not being installed by JAMF unless I am missing something.

On a side note, after the install and subsequent update for Safari, the Safari icon also goes ? even though Safari is in the Applications folder...
