I have not been able to clear my browsing history in Safari since latest iOS update

I have not been able to clear my browsing history since the most recent IOS update. I can access the menu to edit the Browsing history but the option to delete it is grayed out. I also attempt to clear the history by going to settings>safari>clear history and website data. The option in the Safari settings menu to clear history and website data is grayed out there as well. Any idea how to fix this so I can clear my history again. My phone is running slower as well. Can anyone help

with this?
