My Safari history won't clear even though I have content restrictions off

My history wont clear even though I have content restrictions off- the clear button is red on safari, but if I click it says I need to turn content restrictions off, even though they are.

This is so frustrating and all of the advice I can find is “make sure content restrictions are off/ make sure web access is unrestricted” I’ve tried both and neither work. Also, no my phone is not controlled by my college etc….

I literally got it this morning and I’m already having issues which is so disappointing.
