My Mac mail won't send photo attachments

When I compose an email in iMac Mail and attach a photo, it appears to send as normal and shows up in my sent folder. But my recipients never receive the attached JPEG photo. Sometimes they might see an icon (as below), which looks like the photo is there, but it doesn't open. I have tried to turning on and off the privacy settings which didn't help, and not sure what else to do. Is there a simple setting that I am missing? I am running Ventura 13.6.3.

Try this: start a new message, click the paperclip icon to add an attachment. In the open file window, make sure that the box for "Send Windows friendly attachments" is checked. Does that arrive correctly?
