Unable to play songs I own without iTunes subscription

Over the years I bought CDs. As technology developed, I transferred these to iPod then iPhone, backed up in iTunes etc. As I upgraded phones, the music transferred in the restore process. Not this time: now I have to pay an annual fee so that I can listen to my own music on any device other than my laptop. This seems wrong. What options do I have, other than paying 34.99 EVERY year to listen to my own already-purchased music?

A subscription is not required.

Make sure the songs are in the library on your laptop, and that they play correctly on the laptop. Then sync your device(s) by making a temporary connection via USB, per this procedure: Sync your device using your computer - Apple Support

It seems you are subscribed to iTunes Match. This is a service that uploads all of your Music from your Mac to the cloud and makes them available on your other devices without syncing them manually. On your other devices, you can then choose what songs you want to download to save space on your device. You will have access to your entire music library from your Mac, but do not need to have your entire library loaded on your device. You do not have to use this service and it can be cancelled. To get your Music on your other devices, you would then have to manually sync them.
