macOS 12 - syncing Photos with iCloud stopped working

On my macBook Pro I'm using Photos a lot. Since a couple of weeks the syncing with the iCloud has simply stopped, syncing of Photos with iCloud and my iPhone and iPad still works perfectly.

I also got an error message that the hard disk had issues. Therefore I did a time capsule backup, restarted my macBook in recovery mode, formatted the hard disk and reinstalled the OS from scratch. After the reinstall has been completed, the syncing of the iCloud started to work flawlessly. Then I restored all my personal files from the time capsule using the Migration Assistant App. Once completed, the iCloud sync with Photos stopped again. Any idea?

The "Then I restored all my personal files" thing seems telling! There may be weird login items associated with your account that you should purge. Go to System Settings>Login Items and see what's there. I don't have any login items, nor do I need any.

If purging login items on your account doesn't work, try making a new User, Swiss_Nic2, maybe, and run Photos from there. If that works, then you know there's something wonky with your normal account.

Have you run any disk cleaning type apps that get full run of your System? That's usually bad.

When you restored the personal files, did this include your local copy of the Photos Library? If the syncing with iCloud has stopped, because your local Photos Library has been damaged or contains incompatible or damaged media files, I would no longer try to use the old local copy of your Photos Library. You do not need it, if all your photos are already in iCloud.
