How are you trying to do this? One way is to tap on a picture in Photos and chose Copy, then go to Mail and Paste. Another is to chose the Share icon

and choose Mail, and when you go to Mail the picture will show up there.

Are you using the picture in Photos, or from somewhere else?

After you tell us how you have been trying, please tell us what goes wrong when you try.

and is the system version shown below your question still valid? iPhone 4s, iOS 9 ?
