widgets on home screen for iphone 6. IOS 12.5.7

Im trying to add widgets to my home screen but their is no 'add button' at the top of the screen and the apps don't jiggle when I hold in an empty space on the screen, nothing happens. I am just confused. I have watched multiple videos on the topic but even the older phones can do it but not mine.
