is it true I cant continue with uploading my podcast unless I upload a method of payment? This is the sonly platform requiring this and terrible user experience!

You have to have a payment method registered to your Apple ID when you first submit a podcast. You won't be charged anything and podcasting is free (though subscribing to some podcasts can involve a charge). A small payment will be lodged with your card company to validate the card and mauy show as a pending payment onoine, but it won't actually be withdrawn (this is normal practice, not just Apple).
