If I ask Siri to set an alarm, it creates an alarm without a sound.

At some point, i got a problem: when I ask Siri to set an alarm, she sets it, but the sound is automatically none. I don't remember changing any settings, but at some point this problem appeared. I've looked through all the settings, but still don't know what the reason is and how to fix it. The problem was on the iPhone XS Max, but just yesterday I changed it to 15 Pro Max, and hoped that I wouldn’t have this problem on the new phone. However, after transferring the old phone through quick start, I noticed that the same thing happens on the new one - siri make alarms with none sound. I have to constantly set timers instead of an alarm clock to be sure that the sound will work, or set alarms manually each time. How to fix it? What could be the problem? I looked through the alarm and Siri settings and couldn’t find what could be the reason.
