Screen Time Doesn't Track Background Audio

Screen time tracking does not track audio playing. In other words, a 90 minute screen time limit has a backdoor to allow unlimited actual phone usage because technically the screen isn't on. Complaints about this oversight seem rampant. Is there any fix for this?

Trying to navigate technology for the first time with my kids is making Apple seem aggressively, perhaps intentionally, unhelpful. It's enough to make me strongly consider a switch to the Android environment which seems to have way more native and nuanced controls.
