It's a yes for iPad and MacOS but no for iOS devices due to software and hardware design principles. But you can leave a feedback via Product Feedback - Apple if you like.
Alternatively, you can store multiple apps in a single folder on the dock menu, or you may need to remove an app from the dock to make room for the app you wish to add. Additionally, your iPhone should be updated to version 17.1.1 or later.
