Why can't I send a screenshot through Messages

When I take a screenshot, and tap share > contact via iMessage, the blue arrow to send the screenshot to the selected contact appears as normal, and then darkens when I tap it. It remains darkened and the message does not send. I have to manually select Done > Copy and Delete, then access the messages app separately and paste the picture in order to send it. Why is this error happening? I have restarted the phone, and it is up to date with its software.

I don’t get option to send later when messenging another apple user on text I create the message on my iOS 18,6,2 to another iPhone user. I press the + on the left side of message and only get options to add photos
