It seems you have a legacy model Apple TV. This would happen with Apple TV (3rd generation) [A1427 or A1469]; not on later models.

Find your Apple TV model number - Apple Support
Unfortunately, you will need an already functional remote [A1294] to enter this code.
If you can’t borrow one to help in the setup, then you should consider purchasing a replacement remote. Apple doesn’t sell this model remote anymore, but select third party resellers may still have a few.
Replacement remotes will have to be linked to the box.
